    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Coast Artillery Corps) Frank Moorman, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. In a position of greatest responsibility, Colonel Moorman displayed peculiar genius, combined with exact scientific knowledge, in organizing, training, and operating the Radio Intelligence Service of the Intelligence Section. Charged with the duty of intercepting and deciphering the radio messages of the enemy, he acted with initiative and foresight, achieving brilliant results.
