James McAndrew graduated from the U.S. Military Academy at West Point, Class of 1888. He was cited for gallantry in the Spanish-American War, which was upgraded and posthumously presented as a Silver Star after his death in 1922, while holding the rank of Major General.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General James William McAndrew, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief of Staff of the American Expeditionary Forces, the development of the Army schools in France is largely due to General McAndrew’s marked ability as an organizer and to his brilliant professional attainments. As Chief of Staff of the American Expeditionary Forces during the period of active operations, he has met every demand of his important position; by his advice and decisions he has materially contributed to the success of these forces; and he has at all times enjoyed in full the confidence of the Commander in Chief.
