    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Coast Artillery Corps) Lloyd Burns Magruder, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Inspector of the District of Paris, Lieutenant Colonel Magruder conducted many intricate and delicate investigations with noteworthy ability and solved many involved problems arising among the American Expeditionary Forces with sound judgment. The zealous and able manner with which he pursued the manifold details of his office was an important factor in raising the morale of the American Expeditionary Forces in Paris. He has performed services of special significance for the American Expeditionary Forces.
