The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Adjutant General’s Corps) James Sumner Jones, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant to the Adjutant General at General Headquarters, American Expeditionary Forces, Lieutenant Colonel Jones displayed executive ability of the highest order in the efficient administration of the divisions successively assigned to him. Possessed of a keen mind for organization, with sound judgment, tact, and a thorough understanding of the intricate details of the office, he successfully surmounted innumerable obstacles, rendering service of signal worth to the American Expeditionary Forces and to the Government.
