The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Harold Benjamin Fiske, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. In charge of the Training Section of the General Staff, this brilliant officer perfected and administered the efficient scheme of instruction through which the American Army in France was thoroughly trained for combat in the shortest possible time. By his great depth of vision, his foresight, and the clear conception of modern tactical training he has enabled our forces to enter each engagement with that preparedness and efficiency that have distinguished the American Army in each battle.
