The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Quartermaster Corps) Charles P. Daly, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, in aiding and improving the Service of Supply of the United States while on duty in the Office of the Quartermaster General during the period when the development of supply methods in the United States was in process of initiation. His experience and knowledge of administrative, legal, and executive matters were of immense value to the Government. Later he rendered exceptionally meritorious service in the organization and operation of the General Supply Depot at New Orleans, Louisiana.
