    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) Fred Radford Brown, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Lieutenant Colonel, 313th Infantry, from July 1917 until July 1918, throughout its organization and training period, Colonel Brown displayed marked efficiency. From August until December 1918, he commanded the 368th Infantry with indefatigable energy, exceptional initiative, and resourcefulness in all its combat operations. Later, as Commanding Officer, 58th Infantry, as military commander of Coblenz, Germany, and as Officer in Charge of Civil Affairs in the area occupied by Third Army Troops, he performed a difficult and responsible task with conspicuous success, maintaining at all times a high state of discipline and morale among the troops and civilian population, thereby contributing materially to the success of the American Expeditionary Forces, in a position of great responsibility.
