    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) George F. Baltzell, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, as Inspector, 42d Division; G-5, General Headquarters, American Expeditionary Forces and G-3 Sixth Army Corps. While serving as G-5, General Headquarters, American Expeditionary Forces, Colonel Baltzell was charged with the supervision of the Army schools, training inspections of troops, and the preparation of studies on military education. In all of these positions of great responsibility colonel Baltzell displayed professional attainments of high order, untiring energy and devotion to duty, and contributed in a very great degree to the satisfactory training of officers and troops of the American Expeditionary Forces and to the development of the present system of military schools in the United States.
