The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral (Retired) Charles Johnston Badger, United States Navy, for exceptionally meritorious service in a duty of great responsibility as a member of the General Board in advising the department upon many matters of great importance relating to the conduct of the war.
