    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Joseph W. Morrow (ASN: 2279616), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 6th Engineer Regiment, 3d Division, American Expeditionary Forces, on the night of 14 – 15 July 1918, at Fontaine-aux-Charmes, near Chateau-Thierry, France, Private Morrow returned to his company at midnight with a team and water cart, arriving in the midst of bombardment. He unhitches his cart at the company kitchen, led his animals through the rain of shells, out of the woods and back for some distance to a place of safety. He saved his animals while almost every animal in the picket line in the company area was killed or seriously wounded.
