By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Field Artillery) Joseph C. Dolan, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Telephone Officer, Battery B, 18th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Lieutenant Dolan, on the night of 14 – 15 July 1918, maintained communication between the Battery near La Perle Farm and the nearest French unit. Twice he personally took out a detail and repaired the line under terrific shell fire, enabling the battery to fire upon the target assigned to them by French unit commanders.
