By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Corporal Walter H. Kincer (ASN: 1038371), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Corporal Kincer served his battery courageously and efficiently throughout the action on the Marne, St. Mihiel, and the Argonne. On the night of 14 – 15 July 1918, he was one of a party who succeeded in getting ammunition up to his battery under terrific shell fire and after several efforts to reach them had failed.
