    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private William C. Allen, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 8th Machine Gun Battalion, 3d Division, American Expeditionary Forces, Private Allen was a Runner between the 4th Infantry Battalion Headquarters at les Exaux, France and Company A, 8th Machine-Gun Battalion Post of command. In the wood east of Nesles on the night of 14 – 15 July 1918, he made four trips through the extremely heavy artillery barrage.

Allen, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 8th Machine Gun Battalion, 3d Division, American Expeditionary Forces, on the morning of 24 July 1918, near Charteves, France, Private Allen carried an important message through heavy artillery fire, and although knocked down by bursting shells, successfully completed his mission. Private Allen at all times performed his arduous duties with never a thought of his own personal safety. He was always first to volunteer for any dangerous task.
