    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Infantry) Fred Young, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 7th Infantry Regiment, 3d Division, American Expeditionary Forces, Lieutenant Young disregarded constant shell fire during the bombardment 14 – 15 July 1918, near Fossoy, France. After a shell had wounded part of his gun crew, he operated with great skill and effectiveness a 37-mm. gun from an exposed position in full view of the enemy and at the peril of his life. This contributed greatly toward stopping the attack in this sector.
