By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Lieutenant Colonel (Medical Corps) Frederick S. Wright, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. Lieutenant Colonel Wright performed the duties of Division Surgeon, Headquarters, 3d Division, in the campaigns of the Marne, St. Mihiel and Argonne-Meuse, in a most satisfactory manner under very difficult conditions, being repeatedly exposed to fire in the performance of his duties. Due to his untiring efforts the evacuation of the sick and wounded was carried out in an excellent manner at all times.
