    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Infantry) James Edward Moore, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Lieutenant Moore was conspicuous by his bravery and devoted attention to his men during the heavy bombardment on 15 July 1918. Although badly gassed early in the night and with disregard for his personal safety, he continually worked through the night directing men to shelter trenches and caring for the wounded under heavy shell fire. When the company was ordered forward he would not go back for treatment but stayed with his company until it was relieved on 26 July 1918. On 7 August 1918, near Fismes, although painfully wounded in the eye, Lieutenant Moore, while his company was being held up under heavy artillery and machinegun fire, awaiting orders to go forward in open view of the enemy and with disregard for his own safety, helped to care for the wounded and carry them to a place of safety. Later when all connections with the assaulting company were broken, he volunteered and led a patrol across an open field, in plain view of the enemy, which was being heavily shelled and covered by machine gun fire. The patrol found the assaulting Company and led Company A, 38th Infantry Regiment, to its aid. Lieutenant Moore remained on duty and refused to go to the hospital until his company was relieved on 9 August 1918.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Second Lieutenant (Infantry) James Edward Moore, United States Army, for extraordinary heroism in action while serving with 38th Infantry Regiment, 3d Division, American Expeditionary Forces, south of Cunel, France, 9 October 1918. Although severely wounded in the head by a machine-gun bullet, Second Lieutenant Moore continued in command of his platoon and by his courageous conduct repulsed a strong enemy counterattack against the line held.
