Menter (ASN: 5865), United States Army, for extraordinary heroism in action while serving with Medical Detachment, 23d Infantry Regiment (Attached), 2d Division, American Expeditionary Forces, near St. Etienne-a-Arnes, France, 6 October 1918, During the day and night of October 6 Private Menter constantly exposed himself under heavy fire, giving first aid to the wounded and assisting in their evacuation.
