By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Jesse A. James (ASN: 2339853), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company L, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, Sergeant James displayed great courage and skill on a patrol across the Marne near Les Evaux, 13 July 1918. After several unsuccessful attempts had been made to get patrols across the river at night, he swam across in broad daylight taking with him a wire by which a boat containing his two companions was drawn across without attracting attention of the enemy.
