The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Field Artillery) Willis W. Hubbard, United States Army, for extraordinary heroism in action while serving as Acting Regimental Adjutant, 17th Field Artillery, 2d Division, American Expeditionary Forces, near Lironville, France, 11 September 1918. Although starting on a mission which would have taken him away from the place of danger, Lieutenant Hubbard went to the aid of a wounded soldier and was himself severely wounded in the head. Almost blinded by blood, he assisted the soldier to a place of safety and later insisted upon being allowed to remain with the regiment.
