The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain (Infantry) Felix R. Holmes, United States Army, for extraordinary heroism in action while serving with 129th Infantry Regiment, 33d Division, American Expeditionary Forces, near Consenvoye, France, 11 October 1918. After being wounded and ordered to the aid station, Captain Holmes reported to his regimental headquarters, giving a detailed report of the forward conditions. His strength failing, while attempting to reach the aid station alone, he was assisted to the place, had his wounds dressed, and was tagged for evacuation, but instead returned to the front line, through intense shell, machine-gun and sniper fire, and took command of his company.
