Highley (ASN: 915598), United States Army, for extraordinary heroism in action while serving with Medical Detachment, 7th Engineers (Attached), 5th Division, American Expeditionary Forces, near Nantillois, France, 13 October 1918. Sergeant Highley, although wounded, remained on duty after his battalion had passed on and the other troops in the vicinity had been forced into dugouts; giving first aid and directing the evacuation of his wounded comrades on a heavily shelled road.
