By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Infantry) Harold A. Healy, United States Army, is cited (Posthumously) by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 8th Machine Gun Battalion, 3d Division, American Expeditionary Forces, on the morning of 15 July 1918, Lieutenant Healy volunteered with another officer to carry a message from Post of Command, 7th Infantry to 3d Battalion, 7th Infantry. The route was under heavy shelling, especially at three crossroads. Several attempts had been made to send the message, which was most important, and in neither case had the runner returned. At the risk of his life, Lieutenant Healy located the Post of Command, delivered the message and returned with a reply, aiding three wounded infantrymen en route.
