    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Infantry) William T. Fesselmeyer, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 4th Infantry Regiment, 3d Division, American Expeditionary Forces, Lieutenant Fesselmeyer displayed great heroism and self sacrifice near Grand Ballois Farm on the night of 14 – 15 July 1918, by continually exposing himself to heavy gas and shell fire to care for wounded, continuing until he himself was overcome by gas and exhaustion. [A Distinguished Service Cross was awarded for this action.]

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Second Lieutenant (Infantry) William T. Fesselmeyer, United States Army, for extraordinary heroism in action while serving with 4th Infantry Regiment, 3d Division, American Expeditionary Forces, near Grand Ballois Farm, France, July 14 – 15, 1918. On the night of July 14 – 15 Lieutenant Fesselmeyer continually exposed himself to heavy gas and shell fire while caring for wounded until he was overcome by gas and exhaustion.
