The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Private First Class William C. Barbour (ASN: 1315081), United States Army, for extraordinary heroism in action while serving with Company C, 119th Infantry Regiment, 30th Division, American Expeditionary Forces, near Busigny, France, 9 October 1918. During the operations near Busigny, on 9 October Private Barbour, with one other soldier, voluntarily left his place of comparative safety and advanced into the open in the face of close-range machine-gun fire, to rescue a severely wounded comrade. He received a severe wound while engaged in this self-appointed task, from which he later died.
