    The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander Charles Clifford Windsor, United States Navy, for distinguished service in the line of his profession as Commanding Officer of the U.S.S. MAY, operating in the War Zone, and particularly for his splendid seamanship in salvaging the S.S. WESTWARD HO, after that ship had been torpedoed on 8 August 1918, when he towed this vessel stern-first for a distance of 300 miles, saving the ship and her valuable cargo.
