The President of the United States of America takes pleasure in presenting the Navy Cross to Electrician Third Class Philip Edward Rollhaus, United States Navy (Reserve Force), for distinguished service in the line of his profession as Radio Operator in an Aeroplane over the North Sea on 9 July 1918, when an enemy submarine was successfully attacked.
