The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Henry Young McCown, United States Navy, for exceptionally meritorious and distinguished service while in Command of the U.S.S. Thomas Buckley, engaged in the important and hazardous work of clearing the North Sea of mines during World War I.
