The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Harris Laning, United States Navy, for distinguished service in the line of his profession in charge of the detail of officers of the Navy, and later as Assistant Chief of Bureau of Navigation, in which position he rendered extremely valuable service in working out successfully the great problem of providing and assigning 3,000 new officers of all grades and corps.
