The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Joseph C. Carhart, United States Navy (Reserve Force), for distinguished service in the line of his profession as Squadron Commander of the mine-sweeping force of the Fifth Naval District. In organizing, operating and commanding the mine sweepers, Lieutenant Carhart displayed marked ability and excellent judgment.
