War Department, General Orders No. 16 ( January 22, 1919)

The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Sergeant Phillip Carl Katz (ASN: 2263512), United States Army, for extraordinary heroism on 26 September 1918, while serving with Company C, 363d Infantry, 91st Division, in action at Eclisfontaine, France. After his company had withdrawn for a distance of 200 yards on a line with the units on its flanks, Sergeant Katz learned that one of his comrades had been left wounded in an exposed position at the point from which the withdrawal had taken place. Voluntarily crossing an area swept by heavy machinegun fire, he advanced to where the wounded soldier lay and carried him to a place of safety.
