By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Thomas J. Kelly (ASN: 2337398), United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Private Kelly distinguished himself by gallantry in action while serving with Headquarters Company, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Le Charmel, France, 24 July 1918, in removing his gas mask under heavy gas fire in order to give first aid to wounded comrades.

While serving with Headquarters Company, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, near Le Charmel, on 24 July 1918, Private Kelly exposed himself to gas during a shell and gas bombardment by removing his gas mask in order to give first aid to wounded comrades.
