The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Lieutenant General Robert Charlwood Richardson, Jr. (ASN: 0-1903), United States Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commanding General, Pacific Ocean Areas, and Military Governor of Hawaii, from June 1943 to September 1945. Lieutenant General Richardson displayed outstanding professional ability, keen perception and initiative in the preparation and execution of plans for the vital task of maintaining and coordinating a steady flow of supplies to Army forces fighting a swift moving campaign from the Gilberts and Marshalls to the Marianas, Palau and Okinawa, and in his organization and supervision of training troops for the type of warfare employed to defeat the Japanese. As Military Governor of Hawaii, he exercised mature judgment and tact in providing a strong defense for the area with a minimum of inconvenience for the civilian population. His professional excellence, sincerity of interest and devotion to duty were direct contributing factors to the successful prosecution of the war against the Japanese Empire and were at all times in keeping with the highest traditions of the United States Naval Service.
