The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Colonel (Infantry) James Haynes Reeves, United States Army, for extraordinary heroism in action while serving as Commanding Officer, 353d Infantry Regiment, 89th Division, American Expeditionary Forces, near St. Mihiel, France, 12 0 13 September 1918. On the opening day of the St. Mihiel offensive. Colonel Reeves placed himself at the head of the assaulting battalion and personally led the advance from the inception of the attack until the fourth objective was reached. He was constantly exposed to artillery, machine-gun and rifle fire, and, by his total disregard for personal danger, furnished an inspiring example to his men. On the following day he rallied a battalion of another regiment, which had become disorganized and was retreating. Under heavy artillery fire he reorganized it and sent it forward again at a critical juncture in the attack.
