By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Infantry) Thomas C. Reid, United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Captain Reid distinguished himself by gallantry in action while serving with Company F, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, in action at Chateau-Thierry, France, 15 July 1918, and by his brilliant leadership. [This award was rescinded under GHQ, American Expeditionary Forces, Citation Orders No. 8 (March 1, 1920) as the recipient has been awarded a Distinguished Service Cross for deed including this act.]

    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Infantry) Thomas C. Reid, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Commanding Officer, Company F, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Captain Reid held the right flank of the 2d Battalion, 38th Infantry Regiment. His position was on the military crest in echelon trenches on a hill east of Moulins, France. He was attacked by an enemy far superior in numbers and was many times very nearly surrounded. By his energetic and careful leadership his Company held the enemy at bay and thus saved the right flank of the Battalion.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain (Infantry) Thomas Campbell Reid, United States Army, for extraordinary heroism in action while serving Company F, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, near Moulin, France, 15 July 1918. During a strong enemy attack on his company sector, Captain Reid fearlessly exposed himself to heavy fire in order to direct the fire of his men. He personally led two counterattacks upon the enemy, breaking up their attack and forcing them to retire. Due to this gallantry, his company, notwithstanding its heavy losses, decisively defeated an enemy grenadier regiment and forced it to retire across the Marne.
