The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Second Lieutenant (Field Artillery) Cyrus Garnsey, III, United States Army, for extraordinary heroism in action while serving with 7th Field Artillery, 1st Division, American Expeditionary Forces, near Broyes, France, 18 May 1918. While the position of Battery A, 7th Field Artillery, was being transferred to a new position on the afternoon of 18 May 1918, the enemy opened fire on the old position, where a few men remained on duty. Observing that Corporal John G. Flynt, one of these men, had been severely wounded, Lieutenant Garnsey, with entire disregard for his own personal safety, rushed forward and carried the wounded corporal to a place of safety.
