The President of the United States of America takes pleasure in presenting the Legion of Merit to Colonel Julian Pragoff Brown (MCSN: 0-114), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Intelligence Officer on the Staff of the Commander South Pacific Force during the period from 18 October 1942 to 10 September 1943. Colonel Brown was responsible for the outstandingly efficient organization and administration of the section which, through its valuable contribution to the success of the numerous and varied operations conducted in the area, materially assisted in the infliction upon the enemy of repeated losses of territory, combat equipment, and personnel. He voluntarily made frequent trips into the forward areas to obtain first-hand information and to further increase the effectiveness of his organization. Colonel Brown’s conduct throughout was in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Julian Pragoff Brown (MCSN: 0-114), United States Marine Corps, for distinguished service in the line of his profession as a member of a special mission that was organized for the purpose of executing the plan for the disarming of the troops of the Liberal party of the Republic of Nicaragua. The duty was satisfactorily accomplished between the dates of 12 May to 15 May 1927, and in the face of great difficulties in the nature of troops to the number of over two thousand being on the verge of open mutiny at the prospect of delivering their arms, open threats against his life, and having to safeguard a large sum of government money in his safekeeping. By the successful accomplishment of his mission, Captain Brown did much to lessen the severity of the banditry then rife in the country.

Second Lieutenant Brown distinguished himself by gallantry in action while serving with the 6th Regiment (Marines), 2d Division, American Expeditionary Forces, in action near Thiaucourt, France, 15 September 1918, in exposing himself to enemy fire to locate machine gun nests.

    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Lieutenant Colonel Julian Pragoff Brown (MCSN: 0-114), United States Marine Corps, for conspicuous gallantry and intrepidity while serving the Staff of a Tank Force Commander during a series of highly successful missions launched against enemy Japanese forces in the Pacific Area from 7 December 1941 to 14 June 1942. Participating in the raids on Marshall, Gilbert, Wake, and Marcus Islands as well as the Battle of Midway, Lieutenant Colonel Brown, under constant threat of attack by air and submarine, skillfully performed his duties throughout protracted operations in hostile waters, in immediate proximity to enemy territory and bases. When his force was fiercely engaged but Japanese heavy bombers during its attack on the Marshall Islands and in the subsequent actions directed against hostile ships and shore establishments, his courageous skill and grim determination contributed materially to the infliction of major damage upon the enemy with only minor impairment to his own force. His heroic conduct was in keeping with the highest traditions of the United States Naval Service.
