George Rixey attended the Central College of Missouri, the University of Missouri, Vanderbilt University, Central Wesleyan College, and the American University of Washington D. C. He was ordained a Methodist-Episcopalian minister and became pastor of a church in Chillicothe, Missouri. He served for three years in the Missouri Army National Guard before entering active military service, and was commissioned a U.S. Army chaplain on October 25, 1917. He served in France during World War I, where he was cited for gallantry in action. He continued to serve as a U.S. Army chaplain, and achieved the rank of Brigadier General, serving as Deputy Chief of Chaplains during World War II, earning an Army Distinguished Service Medal for his service in that high position, before his retirement.
