By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Infantry) Truman Smith, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 4th Infantry Regiment, 3d Division, American Expeditionary Forces, Captain Smith by his splendid example to his men, his devotion to duty, and while commanding a battalion in the front line in the Bois de Foret, northeast of Cunel, made possible the capture, on 22 October 1918, the important strategic positions in and north of the Bois de Foret. His men had been in the line three weeks; were tired and worn out; their spirits depressed; Captain Smith himself was seriously ill, nevertheless, by his words and acts, he so encouraged his officers and men as to make possible the advance of his unit.
