Private First Class Dowdy distinguished himself by gallantry in action while serving with Company I, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Connigis, France, 15 July 1918, and during the crossing of the Marne River, 22 July 1918, while delivering messages under fire.

Dowdy (ASN: 2395787), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company I, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, during the German attack on the Marne near Connigis, France, 15 July 1918, Private Dowdy showed conspicuous bravery. He was Battalion Runner and he repeatedly made trips from the Battalion Post of Command to the Companies in line, delivering important messages after all other means of communication had been cut. Later when the Americans crossed the Marne, 22 July 1918, he again distinguished himself by his bravery in carrying messages through heavy shell fire.
