    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Infantry) St. Elmo P. Tyner, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from June 1957 to November 1959. [This award supersedes so much of General Orders No. 59, Headquarters United States Army Caribbean, dated 12 August 1959, as pertains to the previous award of the Commendation Ribbon with Metal Pendant to Colonel Tyner for meritorious achievement during the period 26 June 1957 to 18 July 1958.]
