The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Signal Corps) Clifford A. Poultr, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1951 to December 1959. [This award supersedes so much of General Orders No. 1, Department of the Army, dated 28 January 1958, as pertains to the previous award of the Commendation Ribbon with Metal Pendant (First Oak Leaf Cluster) to Colonel Poultr for meritorious service during the period 15 July 1953 to 31 May 1957.]
