    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel (Judge Advocate General’s Corps) William P. Connally, Jr., United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 15 October 1946 to 31 July 1959. [This award supersedes the award of the Commendation Ribbon with Metal Pendant (First Oak Leaf Cluster) for meritorious service from 13 September 1955 to 30 April 1958, as announced in General Orders Number 93, Headquarters Third United States Army, 30 April 1958.]
