The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Second Lieutenant (Corps of Engineers) Robert H. Miller, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 557th Engineering Company (Light Equipment), Fort Lewis, Washington., on 19 December 1958. Lieutenant Miller was an assistant umpire of a Combat Engineer Company during an Engineer Battalion Army Training Test which involved crossing infantry elements over the Nisqually River. Shortly after the crossing started, a boat which went out of control was swept off course into a rope stretching across the river and capsized. Upon hearing a cry for help, and recognizing the necessity for quick action, Lieutenant Miller immediately jumped fully clad into the swift turbulent waters and, without the aid of a life-saving device or any concern for his own personal safety, swam out to help the distressed victim. Despite being pulled under the water several times by the rapid current, he reached the drowning man, kept him calm, and successfully accomplished rescue even after being swept over 200 yards downstream in the strong surging water containing large boulders which further endangered his life. Lieutenant Miller’s brave actions, quick presence of mind and unselfish regard for his comrades saved the life of a fellow officer, and reflect distinct credit upon himself and the military service.
