    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Soldier’s Medal to Private First Class Charles F. Leach, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Detachment B, United States Army Ordinance School, Aberdeen Proving Brown, Maryland, on temporary duty at Camp Perry, Ohio, on 5 September 1958. While driving at night on State Route #2, approximately five miles west of Port Clinton, Ohio, Private Leach observed an automobile which veered right, then left, across the highway, narrowly missing an oncoming car and, leaving the highway, plunged into a marshy swamp in water six feet deep. He stopped his car and, without hesitation or concern for his own personal safety, jumped into the water, swam out to the quickly sinking vehicle and rescued and carried the pinned in driver to safety. After applying first aid, he notified the County Sheriff, who transported the victim to a hospital. Private Leach’s prompt and courageous actions saved the non-swimming driver from certain drowning, and reflect distinct credit upon himself and the military service.
