The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Jesse R. Phillips, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Troop A, 2d Reconnaissance Squadron, 8th Cavalry, Fort Lewis, Washington. While participating as an aggressor against the 47th Infantry Battle Group during and Army Training Test, he and a fellow soldier were hit by an Armored Personnel Carrier. Private Phillips was thrown clear, but his comrade fell beneath the vehicle in a semiconscious state. Without hesitation or regard for his personal safety, Private Phillips crawled beneath the moving vehicle to rescue his comrade and prevent him from being crushed by the moving tracks. The prompt, courageous and unselfish action displayed by Private Phillips saved his comrade from possible death or serious injury, and reflects the utmost credit upon himself, his unit, and a military service.
