The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Transportation Corps) Herman R. Fleming, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 3 January 1950 to 31 May 1957. (This award supersedes the previous ward of the Commendation Ribbon with Metal Pendant (first Oak Leaf Cluster) for meritorious service during the period 30 march to 20 November 1952, as announced in Paragraph 3, Section IX, Department of the Army General Orders No. 59, dated 4 August 1953.)
