The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Second Lieutenant (Field Artillery) James Buchanan Lincoln, Jr., United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 16 April 1992, while assigned to Battery C, 6th Battalion, 27th Field Artillery (MLRS), Fort Sill, Oklahoma, as announced in U.S. Total Army Personnel Command, Permanent Orders 149-5, 3 September 1992.
