The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Lieutenant (Infantry) Joseph Flannery Lopes, United States Army, for heroism at the risk of life not involving conflict with an armed enemy on 17 October 1991, while assigned to Company C, 2d Battalion, 9th Infantry Regiment, Fort Ord, California, as announced in U.S. Total Army Personnel Command, Permanent Order 63-4, 20 April 1992.
