Richard Scott graduated from the U.S. Military Academy at West Point, Class of 1942. He retired in 1970 as a U.S. Air Force Major General and from 1974 to 1979 served as Mayor of Lancaster Pennsylvania, resigning that post to become Adjutant General of Pennsylvania from 1976 to 1986, ultimately retiring in 1987 as an Air Force Lieutenant General.
