The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Field Artillery) Joseph Richard Couch (ASN: 0-23039), United States Army, for gallantry in action while serving as Commanding Officer of the 17th Field Artillery Battalion, in action against the enemy in the North Africa Theater of Operations, in 1943. When his artillery battalion came under a heavy barrage of enemy fire, Major Couch risked his life by going from battery to battery, inspiring his men. His action was a major contribution in driving the Germans out of North Africa. The gallant actions and dedicated devotion to duty demonstrated by Major Couch, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
